Roger M. Boyers, PE
Partner / Sr. Project Manager
With over 30 years of experience as an engineer licensed in Tennessee and Kentucky, Roger has an extensive background in the study, design, and construction management aspects of water and wastewater system projects. His experience includes master planning for water and sewer system projects, feasibility studies, rate structure analysis for water and sewer systems, pump station design, sanitary sewer overflow studies, infiltration and inflow studies, distribution system analysis, hydraulic modeling, and construction supervision. He also has extensive experience in working with various funding agencies (SRF, CDBG, Rural Development, EPA) in both applying for the grants and loans, as well as, assisting with the administering of these funds during construction. He is a member of the National Society of Professional Engineers and American Water Works Association; and is affiliated with the Kentucky Rural Water Association and Tennessee Association of Utility Districts through the company’s membership with these organizations.

Steven Jones, PE
Partner / Sr. Project Manager
Mr. Jones has an extensive background in the study, design, and construction management aspects of water and wastewater system projects. His experience includes master planning and Corrective Action Plan development, treatment facility design, treatment facility operation, treatability studies, pump station design, sanitary sewer overflow studies, infiltration and inflow studies, distribution system analysis, hydraulic modeling, and construction supervision. Mr. Jones has experience as licensed engineer in both Tennessee and Kentucky. He also has extensive experience in working with various funding agencies (SRF, CDBG, Rural Development, EPA) in both applying for the grants and loans, as well as, assisting with the administering of these funds during construction.

Karen Harrison, PE
Partner
Karen is a late arrival to the party, joining WMS as a Partner in 2019. She’s been at this for a long time and has done about everything there is to do in the municipal water and wastewater space, including water and wastewater treatment plants, pumping systems, collection and conveyance systems, operational assistance, and pretreatment programs. She’s passionate about negotiating NPDES permits, design of water reclamation facilities to meet low nutrient limits, and design of odor control systems, and she loves a good challenge. These days she spends most of her time on the design of water reclamation facilities. Karen is known both at home and at work for her “large” personality. Some folks say she talks too much, but she will tell you she just has a lot of stuff in her head that she needs to get rid of.

Joe Bailey
Director of Field Services
Mr. Bailey has over 35 years of experience in design and drafting with years of experience in inspection and contract monitoring for municipal water and wastewater projects. He has an extensive background in the planning, design, and construction management aspects of water and wastewater system projects. He also has extensive experience in working with various funding agencies (SRF, CDBG, Rural Development, EPA) in both applying for the grants and loans, as well as, assisting with the administering of these funds during construction.
B.S. in Business Administration from Campbellsville College, Madison University

Robin Strickland, PE
Senior Engineer
Mr. Strickland joined Water Management Services, LLC in 1996. He has over 25 years of experience in the design of water distribution systems, wastewater collection systems, and utility relocation projects. Additionally, he has completed Levels 1 and 2 of the Tennessee Erosion Prevention and Sediment Control courses. He has years of experience preparing environmental permits and Stormwater (NOI) permits for company projects. Additionally, he holds Level 2 certification of the Tennessee Erosion Prevention and Sediment Control Program and Work Zone Traffic Control Supervisor certification in Kentucky. In his spare time he enjoys hiking and kayaking with his family and martial arts training.

Raymond “Mark” Petty, PE
Engineer
Mark started Tennessee Tech wanting to become a structural engineer but slowly converted to the “good side” midway through his college career and it’s been water ever since. After graduating, Mark joined Water Management in 2016 as an Engineer Intern. Since then, Mark has enjoyed working on a wide spectrum of water and wastewater projects that the company has undertaken since he arrived including: water and wastewater plant modifications, pump stations, booster stations, funding reports, capital improvement plans, and whatever else Steve, Karen, or Roger can find to throw at him. Mark handles the majority of our hydraulic modeling projects for both distribution and collection systems and loves working on hydraulic profiles for treatment plants. Mark was selected to be a part of the Water Professionals Leadership Academy 2021-2022 cohort which seeks to identify the emerging leaders of the water industry in Kentucky and Tennessee.
In the office, he’s known for asking what’s for lunch before 9am. If you are looking for someone to break bread with and discuss a project, Nashville Predators Hockey, or crazy Christmas lights, he’s your guy.

Gage Dean, PE
Project Engineer
Mr. Dean joined Water Management Services, LLC in 2016 as an Engineer Intern. In 2021, he became a licensed as a Professional Engineer in Tennessee. He has experience in the design of water distribution systems, wastewater collection systems, gas main design, and utility relocation projects. Additionally, he has become an integral part of permit acquisition, working with several entities including the Tennessee Department of Transportation (TDOT), the Tennessee Department of Environment and Conservation (TDEC), and the Kentucky Transportation Cabinet (KYTC) and each of their various field offices on a wide array of projects and permits.

Timothy “Tim” Pickern
Senior CAD Designer
Tim started at WMS in 1999 right after graduating with a degree in “computer-aided drafting & design”. He grew up helping his step father as a plumber’s helper, when he wasn’t in school. So it came naturally to just “design bigger pipes” as he says, when moving up to designing municipality facilities. With 20+ years of experience he does a little bit of it all, big or small, from water main to interceptor gravity sewers, to pump stations & booster stations. He even does a little ArcMap/GIS and easement documents when its needed. Give him anything from a sketch on a paper towel, to marks on a map, and he can turn it into drawings for you.
Tim got the nickname of “Scooter” years ago around the office by a former employee and it stuck, he’s seems to always be running around hunting for old drawings, helping people, printing off drawings, making copies, whatever it may be.
Tim is a big local sports fan, but also likes to build stuff and work on stuff around his house. He even volunteered for several years building theater play sets for a local non-profit community theater group, till being a Dad to his 3 step daughters took over his home life. He certainly always has stuff going on, or projects to keep him busy, but when he does fine time, his favorite place to be is on the beach playing in the waves.
Tim prides himself in being a dependable guy, if he says going to do something you might as well consider it done. But, he is known for being a Sarcastic Goof-ball, that just likes to joke around, and make the best out of everything.

Jonathan Spear, El
Project Engineer
Jon joined WMS in 2019 and has worked in the industry for almost 5 years. He graduated from Tennessee Tech University in Cookeville with a B.S. in Chemical Engineering and is most interested in water treatment facility design. He has worked on a variety of projects over the years including; pump station designs, water and sewer main design, computational modeling of stream hydraulics & nutrients and has also provided assistance for water and wastewater treatment facility design and NPDES permitting.
He has a wife and son and loves to travel as much as possible. Some of his favorite activities are music, soccer and being outdoors.

Stephanie Brown
Senior CAD Designer
Stephanie joined WMS in 2020 as a designer, drafter and experienced GIS staff member. She has over 18 years of experience with drafting and design and 13 years of experience with GIS. Throughout the years of her career, drafting and design have been a constant. From designing and building custom furniture, designing and building sets for local community theatres, drawing wiring harness for Toyota, to working in the GIS / Engineering department with Springfield Gas System for over 13 years.

Sabrina McCurry
Bookkeeper & Benefits Coordinator
Sabrina has over 20 years for experience in human resources, billing and office management. She joined Water Management Services, LLC in 2015 as the benefits coordinator and administrative assistant to the engineers. In 2019, she added the duties of bookkeeper to her responsibilities with the company. She oversees the company’s financial data including maintaining accurate books on accounts payable and receivables, payroll, reconciliation and daily accounting task including financial reporting, general ledger entries, recording payments and adjustments. In addition, she handles new hire documentation and compliance, leave time and policies, maintains employee files, workers’ compensation filings, retirement plan enrollment and compliance, as well as, all insurance enrollment, renewal and compliance with required benefit notices.

Chasity Bures
Administrative Assistant
Chasity joined the Water Management Services, LLC team in 2019 as an administrative support staff. Her daily responsibilities include answering the phone, process mail and packages, manage handling of plans, specifications, bidders list and addendum notifications for projects out to bid, maintains electronic filing system, daily administrative support for all employees, input of accounts payable invoices and expense forms.
